| 内容記述 | VUCAの時代、地方自治体を取り巻く環境は急激に変化している。これからの地方自治体は人口減少、高齢化、COVID-19、自然災害、環境エネルギー問題、デジタル化、インバウンド、住民の価値観、そして財政問題などの多様な変化に柔軟に対応し、地域のリソースを持続的に組み替えながら、継続し続けるレジリエントな能力が求められている。本研究では、主な経営戦略のフレームワークをレビューし、VUCAの時代において地方自治体が取るべきフレームワークを提案した。そして埼玉県の東に位置する市町村の中でユニークな施策を行ない、成果を出し続けている宮代町に注目し、その歴史的背景や行政の成功要因を調査し、経営戦略のフレームワークの観点から分析、検証を行なった。 | |||||||||||||

| 内容記述 | In the age of VUCA, the environment surrounding local governments is rapidly changing. Local governments of the future must be able to flexibly respond to diverse changes such as population decline, aging, COVID-19, natural disasters, environmental energy issues, digitalization, inbound travel, residents' values, and financial issues and be resilient enough to continue to reconfigure local resources in a sustainable manner. In this study, major management strategy frameworks were reviewed, and the frameworks for local governments to take in the era of VUCA were proposed. Then, Miyashiro-machi, a municipality in the east of Saitama Prefecture that has implemented unique policies and has continued to produce results, was focused on. Throughout analysis and verification from the perspective of the management strategy framework, its historical background and administrative success factors were depicted. | |||||||||||||
